How to allow customer_contact user to see csm_consumer records belonging to their account?

A customer has a requirement to essentially have a register of external users, similar to Outlook Contacts. Meaning users who can't log on and don't need to log on. But they should belong to an Account/Company.
So their idea was to use the csm_consumer table since it holds mostly everything they need.
However, csm_consumer table has no field equivalent to Account or Company.
Is this what the household reference is meant to do?

Hi!
From the information provided it feels like the customer should be configured as partner that manages accounts with contacts.
Contacts are users grouped under an account, while consumers are individual clients.
Household’s are a group (usually small) of consumers using or sharing a same sold product.
