Opportunity Stages can not be choosen

Dears,

 

Now I try to use an Opportunity Management function in ServiceNow, and I faced on strange situation.

It seems that I can see both "Opportunity Stage" and "Sales Cycle Type" settings with correct values and their active flags are all set as Active.
But when I try to create an Opportunity record, I could see no options in Stage Combo-box as I attached...

 

Does anyone have any opinions why this situation happens,,,?
Am I still lacking any settings related to Opportunity Stage,,,?
