You will need to login to support Portal : https://support.servicenow.com/now
Then request for an upgrade.

Nope, you cannot go back to previous version after upgrade.
When you plan an upgrade, remember that ServiceNow does not provide a universal rollback option. Rollbacks are available for updates (for example, Washington DC patch-to-patch and Washington DC patch-to-hotfix). The rollback window is 10 days by default.
