Workspace form changes are not being carried over when committed into another environment

Workspace form changes are not being carried over when committed into another environment. Version is Vancouver. I created the update set in DEV and committed it into TEST, but cannot see the form changes for Workspaces.

It was because the other changes were made on a different Scope.
