I would like to add a carousel image similar to an image to the portal screen.
Can the existing functions be implemented, or are there any good suggestions

Yes, this is possible in ServiceNow.
You can achieve this by Portal Banner content which can be shown in Employee Center portal.
Add multiple banners to same widget instance, it will auto create a carousel.
