Operational risk pertains to the policies and procedures that inform decisions eg when to discharge
Clinical risk is relating to the decisions regarding choice of treatments eg which antibiotics, whether to operate now or delay until antibiotics are in the patient's system, Or will this give benefit to the patient / cause more harm
