Reports - Owner is different from Updated By

I'm trying to run a report to show me a list of cases where the person that last updated the case is different than the owner. However, it does not work. I have my report set to:

Owner.UID is different from Updated By

But the results I get are full of records where the Owner. UID is the same as the Updated By. At least for one case, I went into the audit history and the last item that is shown as being updated is the user associated with the email address that the Owner emailed. But that user did not update the case so not sure why that user is listed

So, if the report logic is correct and it's looking at that audit history, then why does it not show that user as being the last person to update the case?

Regardless of how you look at it, something is not working correctly. Any suggestions on how I can look for cases that were last updated by someone other than the owner?
