Date/Time Timezone disparity of data

I generate notifications when a change freeze is 1 day away or 1 week away. The weird thing is that if the Schedule Entry is "All day", Start date time and End date time are displayed in the email with UTC (instead of EST)...even though the Time zone is US/Eastern. If the Schedule entry is NOT "All day", the Start date time and End date time are displayed with EST...which is correct.

Dates and times are correct for EST... but it shows UTC.

If the change freeze is NOT All Day, the dates, times and time zones come out correct. The following example shows a 1 hour window:

Whatever attempts I've made to retrieve the All Day records have all been unsuccessful. But, I still don't understand why this is even happening since the only difference is the field All Day True vs. False.

I just want to retrieve the All Day records with the correct Date/Time in EST. Any help would be greatly appreciated.
