&lt;P&gt;there is no support provided by ServiceNow for PDIs. Either you wait another day or you release your instance and get claim another one. I had this situation several times, and I suppose it's due to technical issues certain data centers have. After claiming a fresh PDI it is hopefully located in another data center without issues.&lt;/P&gt;

      <description>&lt;P&gt;I have tried several times (over 10) since yesterday up until today.&lt;/P&gt;&lt;P&gt;I tried choosing refresh instead.&lt;/P&gt;&lt;P&gt;I've logged out and back in a few times.&lt;/P&gt;&lt;P&gt;Site recommended reaching out to Instance Help first when I went to release instance-&lt;/P&gt;&lt;P&gt;Instance DEV214061&lt;/P&gt;</description>

&lt;P&gt;as you might know, there is no support available from ServiceNow in relation to PDIs, hence you’re limited to two options:&lt;/P&gt;
&lt;UL&gt;
&lt;LI&gt;&amp;nbsp;wait, it should come online again after some time.&lt;/LI&gt;
&lt;LI&gt;&amp;nbsp;If you get tired of waiting. Release your instance and request a fresh installation. Note! Any work that hasn’t been backed up will be list for good.&lt;/LI&gt;
