When I create an HR case in Native Ui OR Backend , it goes to the <STRONG>Draft</STRONG> state. However, when I create a case via the Employee Center or Portal, it goes directly to the <STRONG>Ready</STRONG> state. I want the case to go to the <STRONG>Draft</STRONG> state regardless of where it's created.
