Before asking yourself how to do something, ask why it needs to be done and whether it needs to be done at all. What would be a sound business reason to make this functionality unavailable for the users?

No requirement comes from nowhere. Somebody invented this requirement and there must have been a reason for it. Most likely, the person who defined it knows little about the ServiceNow platform and the corresponding best practices. Instead of blindly implementing something that makes little sense, you should always find out the reason for the requirement and guide your customer on how ServiceNow works, what one should or shouldn't do with the platform, and what the associated risks are. Be the guide!
