what I remember that helped me was creating that incident with given details, saved it and then added a comment in an additional step. Not populating the Additional comment directly and saving as one step.

I did both ways adding Customer visible comments before creating and after creating the Incident. But still the error is not going away. If It's not passed, remaining sections are locked to go further.

Try creating and accessing the incident directly and not through the workspace.

Part of the assessment is ensuring that you are following the task instructions exactly, even if there are other ways to achieve the same objective.
