Is local Training of the NowLM within a customer environment possible?

Yes, it should be possible but the exact options depend on what you mean by “local training” and your ServiceNow setup. give a lil more context to get help.

I have been to POC (point of concept) projects where customers wanted to see the Now Assist in their instance and for that, ServiceNow creates a POC environment which is a temporary playground to activate plugins and try out the capabilities without affecting standard environments.

During this project, ServiceNow conducted a series of sessions and demos to explain everything in details.

So it could be the chance, but I cannot tell if this is always part of the POC or just some or it's a subject of the negotiated conditions...
