Yes, both are the same.

Initially ServiceNow provide support through the Hi portal(https://hi.service-now.com) which is now changed to https://support.servicenow.com.

If you will open https://hi.service-now.com, it will redirect to https://support.servicenow.com. only

Now Support portal is your launchpad to access self-help, get technical support, and manage your ServiceNow instances. Log in to manage upgrades

also Is used to raise HI TICKETS regarding any issues in your instance like if there are things which are OOB and not working
