Certification Task is not moving to close complete state?

Certification task is not moving to close complete state. It has 250 elements, all of those are marked and it is not showing any pending record still the percentage is showing as 99.6

I don't know what the permanent solution is, but within a task, people with the certification_admin role should have a link "Clean up invalid elements" at the bottom, under Related Links. This should fix whatever's wrong in the backend for the task. After a few minutes, it should move to Change Complete. (I usually get impatient and "refresh from server" [CTRL + F5 in most browsers] until I see it has updated).
