Deploy custom theme to a separate instance

I have created a custom theme for a customer in our development instance. To deploy this theme to the QA, what is the best approach to do this?

Deploy the update set and then apply theme using theme builder? or is there a way to do it via the same update set?

I'm adding a comment here to say I have the same question. What process is recommended to move a Theme Designer theme between instances?

Ditto. I tried exporting the theme as an update set, creating the theme in an application scope to try to move it that way. Have not found the secret sauce yet...
