I'm looking for the plugin in my instance and it's not available, and it's not available from the "Developer" page either. How can I install this plugin?

If you are looking to scale agile, I recommend you look at the new Enterprise Agile Planning solution rather than the legacy SAFe boards. It's in the next experience and has OOTB configurations for all the different levels of SAFe. If you don't follow SAFe or have your own flavor of SAFe, you can configure it. Is your customer having a new instance and SPM Pro license?

As Mike pointed to the SN Docs, it is important to highligh:

Starting with the Xanadu release, the plugins Portfolio SAFe, Essential SAFe, Performance Analytics Content Pack for Essential SAFe, Work Progress Status for SAFe, Agile - Scaled Agile Framework - Unified Backlog, and Read only roles for SAFe are being prepared for future deprecation. These plugins will be hidden and can no longer be activated on new instances but will continue to be supported.

The prereq. for the Enterprise Agile Planning is activation of the SP workspace which require Pro license, is not available for the SPM Standard license.
