Check the OOB Skipped Record Rules. With every upgrade new ones are created (and activated). Forms/lists/sections are all objects that, if changed, are changed for a reason (customer wants to have field X on form, or want to see related list Y). If you go through the skipped changes and you 'revert to base', you put everything back to OOB and that can cause issues. Hence, these are activated.

Personally, I think you should inactivate them and go through all skipped changes, even these, because you never know if ServiceNow has added functionality you want (just thinking about the new fields on catalog items to hide certain things or on ui policies to empty values or set messages).

What do you mean with 'what does this mean'? What about my answer don't you understand?

And what do you mean with 'what can you say about this one'? The answer is literally in the comment on the record itself.
