End user not able to Download file.

I was created custom Variables in Catalog item  (widget). to download file. 

but it is working from me, end user not able to download.I write below script.

Hi @NARASIMHA REDD5 since your URL looks for sys attachment table, do end user have access to attachment table?if not you need to modify ACL on attachment table
