Help portal page stuck in loading, log in button is not visible

Has anyone ever had this experience? The portal page is stuck on loading and no catalog categories. The log-in button on the top right is no longer visible. As an admin, if I sign in directly to the service portal and then go to the help portal, I have no issue, but the snc_internal user or external users are stuck on the home page.
