Hi Ted,
As of this writing (18 May 2017) Jakarta is not available yet. It is scheduled for early release in calendar Q2 and public release shortly thereafter. No definitive dates have yet been announced, but it's getting really really close.
Typically, it becomes available on the personal developer releases around the early release time (such was the case with Helsinki and Istanbul.) You're welcome to get a free developer instance at https://developer.servicenow.com and upgrade when Jakarta becomes available.

Thanks a lot for your reply and the link! I followed the link and subscribed for Istanbul to explore ServiceNow platform further. There are also useful learning materials for newbie like me in the website.
