These services, like all ServiceNow services, are available from your instance either from the Plugins menu or, if the services you need aren't there, from the ServiceNow Store. Start by navigating to 'Plugins'.
SPM isn't a single plugin, it's a range of a number of them, but start with PPM Standard as this includes demand, project, portfolio, resource and a number of other useful services. If you want to move from there to Agile etc., you'll want to get those plugins separately.
If you can't see the service you want, click the 'Find in Store' button to switch over to the ServiceNow Store. If you're installing these on a production instance, you'll need to use the 'Find in Store' link to get most services. If you're working on a Dev instance, or your Personal Developer Instance, you'll find more in the Plugins page.
