Need explanation of time slots shown scheduling assistant for normal change request

I recently scheduled a normal change (I only do it a couple times a year). This time I got a message about a conflict and to use scheduling assistant. ...
Can someone explain what exactly determines the time slots shown in scheduling assistant? For example, if I wanted to schedule my change to end LATER on 10/17 to end at 05:00:00 but the time slots shown cut off at 03:45:00. I checked the maintenance schedule for the related CI and it basically is from 20:00:00 to 05:00:00 each day. The maintenance schedule is very close but not exactly matching the what I see in the scheduling assistant. Again the time slot ends earlier (03:45:00 instead of 05:00:00 like I was expecting. Also, there's a weird 15 minute gap (see where each slot ends at 23:45:00 each night and then next day slow opens at midnight 00:00:00 (why is that 15 mins not available?). Basically I was expecting to see slots from 20:00:00 to 05:00:00 each day... See two screenshots below.
Please let me know what I should check or change to get the time slots available aligned with what I am expecting based on the maintenance schedule. By the way the only weird thing I noticed is that there is another maintenance schedule shown that applied to the CI ("ServiceNow"). Is that the issue possibly? I checked that other maintenance schedule and it does NOT have the ServiceNow CI listed on the "Configuration Items" tab for that other maintenance schedule so I am not sure why the scheduling assistant shows two maintenance schedules applying to the CI.

A change come under conflicts with other changes or black out / maintenance windows , when
- CI matched with other change
- Plan start date / end match or with in the other change plan start / end date
Also
Maintiance window is on multiple factor
- Parent Only
- Child CI
- Affected CI and more
so in your case you need to check this windows and see what is best time to deploy your change.
