Why I can't use my voucher code for retaking CSA exam?

I failed my first CSA exam, and now I want to retake it. But it doesnot let me to use my voucher code for registering the exam.

Hello J@yce,

Vouchers can only be used for the initial attempt at an exam. Per our Retake Policy, you must pay for the next attempt at an exam. You can view how to register for a retake exam attempt can be found in the Certification Candidate Journey Guide in the Obtain Your Exam Result lesson. 

Note, you should submit a case for this only if you have paid for additional training and or a voucher after your failed attempt. The Certification team will then be able to assist you with a new voucher.

i am registering my exam for the first time but am getting this message *Exam is a retake attempt or you were previously certified. A voucher can not be applied. You must pay the fee or submit a case to ServiceNow*
