Under the All tab, type in Flow Designer in the filter.
You should see the Flow Designer module. Click that and it should open in new window.
You should see options for Flows, Subflows etc, and a New button.
Click the New button, and you will get a dropdown where you can select the type you want to create.
It sounds like you want Flow, so start there.
