Abstract:
The State of North Carolina, like many other organizations moving to ServiceNow, faced a large hurdle initially when it came to data segregation. They wanted state agencies and divisions to have unique experiences (think service portals, branding, knowledge bases, and workflows) while also sharing things like citizen users, unified portals, the statewide Service Desk, and operational intelligence. With many options for separation available, they had choices to make. They asked: "How do we make the best situation for all of our stakeholders, from admins to citizens? How do we take advantage of shared resources if we’re not really sharing anything? How do we claim to be one big IT family when we all live in separate houses?" The North Carolina state motto is esse quam videri — meaning "to be, rather than to seem." Likewise, they chose to be a single unified environment rather than to seem like one, using integrations or outright separation. And they went with a single-instance, ACL-controlled environment.
