Cookie's SameSite and secure is not right when login

When I login my PDI, I got cookies like screenshot1, and I can not get these cookies in openframe. For comparison, screenshot2 is normal cookies.

As the screenshot shows, login request's response header does not set SameSite as 'None'

Then in openframe I can not get cookie, it will make openframe always go to login page
