Hi @NanibabuI,
when you are in the Photo 2 in the bottom there is "Try another way to verify", when you click on it are you transferred to Photo 1?
Also, what version of ServiceNow do you have?
If so, I believe it might be solved by altering the configuration of system properties - check these:

Maybe even before that above, please try to log in from a different browser or incognito mode. Or completely different user.
As the option might be "remembered" and that is why you go directly to the point 2, skipping 1. If this will be the case, the properties might be the way how to change it.

But I think it is correct, for the first time you should see the Photo 1, you establish the MFA authenticator and then you will always go to Photo 2.
You can try this for another user - create a dummy user account and try to log in for the first time and you will see that they will first see the Photo 1, after you associate your authenticator app, then they will see the the Photo 2.
This is how MFA works on every site, not only ServiceNow... why would you need to link the account with authenticator again and again each time? It would be such a nuisance while you can just insert the 6 digits from the app which has been linked upon the first login.
Can you please confirm that I understand your requirement correctly?

and finally this is from patch updates so reached to servicenow we raised Hi Portal request.
