As an admin, when you go to a Problem record, then view related Incidents, you can see closed incidents. When you impersonate a non-admin user, and follow the same steps, closed incidents are not visible. I want to make all users to be able to see closed incidents related to a Problem in the problem record
Is there any OOB to change

Hi @kothasahit,
You can check ACLs for Closed Incidents. This is not recommended as it could potentially cause data security breach.
Also use Access Analyzer to check the accessibility of non admin users.

Hi @kothasahit ,
Please check ACL which is hiding closed incidents for non-admin.

Hi @kothasahit
You had better to schedule some reports. This may cause security implications. The access has to be with admin or itil users only.

Amit
