Attachment icon unavailable in now assist panel present in servicenow studio in my PDI

I am already on the latest Australia version but when i open the studio and when now assist panel opens, the panel is not having the attachment clip icon. I have highlighted in box

nowassist panel is enabled for build agent by default in your PDI without the installation of any other plugin or whatever steps specified in KB. Its about the attachment icon inside nowassist. In one instance, i can attach file whereas in other i cant, i can only upload image. Thats the difference.
