how can a user with no role have to access on portal widget to approve or reject the apporval.

As per the new requirement we need to make some changes in the system so that if a user who is having no role in ServiceNow can still see the approvals and then he should be able to approve and reject those approval in service portal.
We know that if we provide "approver_user" role then only user can see that approval on portal but without assigning this role how is it possible.

that's not how approvals work
User who is approver should have that role and remember there is licensing cost involved for approvals.
In case you wish to show then you will have to check the widget which is rendering and make changes to it by cloning
