GO to incident table select any incident in list view which you want to capture in update set.

After then as Mark said that create Application file and proceed 

It will capture the record data in update set

(obviously, first have the correct update set selected in your update set picker!)

For example, navigate to:

Incident > Open, this opens the List
Select one or more record, by checking them, for example:

find_real_file.png

Scroll down and on the bottom from the "Actions on selected rows..." select "Create Application File"
In the modal/popup you will bepresented with multiple options, though you can use the default option.

If you then open your update set, you will notice one or more records like:

find_real_file.png

These got the actual selected data captured. You can even open them to see this in the XML if you would like to verify.
