I know this topic is a few years old but since no one has answered, I dug into this myself today.  

This can be accomplished by simply deactivating the Business Rule "Limit record producer to one HR Service" on the  HR Service table.

I am currently testing to see if sharing a record producer across multiple Services causes any issues, but so far it seems to work as expected.
