I want provide HR To-do Page with particular record selected with link .eg if i provide sys_id of task then that particular item should be selected .Currently first item is selected .

I don't think you can, but you can do optionally one of these two -
1. Order the todos in a way that your requested record comes on the top of the list

2. Open the HR record direction and it has the to/do associated on the same page
