Is "HR service activities" workflow an OOTB workflow?

Hello experts,
We are having an issue with "HR service activities" workflow. Even though our hr service is already configured to use flow in its fulfillment type, the workflow still runs.

Unfortunately we are not the one that started the development so we are currently struggling with tracing this one.
Another question of ours is if that workflow is an OOTB one. Because when I checked in my pdi, I cannot see that same workflow.
Or is it an old workflow that is removed in future pdis?

Hi, I don't think this is OOTB workflow, looks to me like this is approval flow? but hard to determine from this flow diagram what it is being actually triggered by? 

if all cases are going through this flow on the picture, its then applicable to all hr services - you would need to exclude your custom one from this one - OR disable this one and make sure that based on particular HR service, then this approval flow only runs (if Im guessing right this is approval flow)

We just found out that it is indeed an ootb workflow based on this records:

And no it is not a flow, it is a worklow. What I showed in the reference image earlier is from a workflow context.
We are thinking that if it is an ootb workflow, is it not showing in latest pdi's because flow are being encouraged to be used now.
