Is "HR service activities" workflow an OOTB workflow?

Hello experts,
We are having an issue with "HR service activities" workflow. Even though our hr service is already configured to use flow in its fulfillment type, the workflow still runs.

Unfortunately we are not the one that started the development so we are currently struggling with tracing this one.
Another question of ours is if that workflow is an OOTB one. Because when I checked in my pdi, I cannot see that same workflow.
Or is it an old workflow that is removed in future pdis?

Hello,
I just checked that SN documentation and community article but I cannot find any information for Human services activities workflow.

Actually, what we want to really know is to determine if the HR Service Activities workflow is even a legacy workflow that is left by ServiceNow that still work/run when an HR case is created.

So even if our HR services uses a flow for its fulfillment type, the workflow still runs.
