Requirement to hide variables on Reports for HR Case

I've a requirement to hide certain variables from the report based on user location for sn_hr_core_case table even if they have report admin.

The variables are stored in the variables editor and it's not mapped too any field.

I tried creating ACL on question answer and variables tables but it's not working.

Can anyone help me with this if they've implemented the same in their project
