I believe you can install the MID server on your laptop and configure it with your PDI. At least you will be able to discover your laptop.

ServiceNow no longer supports new installations of 32-bit MID Servers or upgrades to version Rome. New MID Server installation are blocked through RPM and MSI installer on the following operating systems:
- CentOS 6
- Windows server 2008
- Windows server 2008 R2
- Windows 8
- Windows 10

Its possible to install using evaluated 2019 OS in your local machine and do mid server
