The Change Registration model should have the following states: Scheduled, Review, Closed, and Canceled. The initial state for the Change Registration model should be Scheduled.
1. Update the Change Registration model record to include all of the required states.
2. Add a model state transition to allow change requests following this model to move from Scheduled to Review, Closed, and Canceled.

1. Solution: All > Change > Administration > Change Models > Change Registration > Model State > NEW > Scheduled > Save.
2. Solution: All > Change > Administration > Change Models > Change Registration > Model State > NEW > Scheduled > Model State Transitions > NEW > Scheduled to Review, Scheduled to Closed, and Scheduled to Canceled.

Thanks to BillMartin and RenantaN for their input, I was still stuck and couldn't make sense of it, until I noticed the expansion dropdown on the State Model... got there in the end though, screenshot below:
