1. Update the Standard Change Properties to set the default risk value on templates as Low

2. Risk should be a mandatory field when proposing or modifying a template.

3. Users should not be able edit risk manually when a Standard change is created from a template so make it read-only in the Standard Change Properties.

The highlighted sections should be done in chronology. the 2nd part is removing the risk from the restricted change request values.

The instructions say "risk value" so I was actually configuring that field but that did not validate successfully. Thanks for clarifying that it's only the "Risk" field.

Can someone please explain the difference between "standard change properties" and "standard change model" ?

Standard change properties are a part of Change Management Administration. You can find the link that describes the features and the description.

Solution: All > Change > Administration > Standart Change Properties > Default Change Request values > Choose field: Risk; Value: Low > Restricted Change Request: Delete Risk > Read-only Fields: Add Risk > Save.
