I am unable to see the New option on Blackout Schedule form. I have change manager role. Is there any specific role that someone need to have to create New blackout schedules in ServiceNow?

Hi Avant,
In order to create schedules, you will need either the 'schedule_admin' or 'itil_admin' role. I would suggest using the schedule_admin role, as it is more limited than the itil_admin role.
See doc link below showing the pre-requisite roles
