The "Extend" button has been removed from New York.
The documentation here is not correct and an internal Documentation Request to reflect this has been made:

Renewals are done through "Renew" UI action and as an extension of a Contract is an adjustment of the contract dates. Such modifications are performed through the "Adjust" UI action.
