I have reports that non-ITIL users cannot access. The reports is a list of Incidents initiated by their team. They get the error "Access to this content denied based on report_view ACLs." I verified they are on the watchlist for the INC. What ACL should they be included on and do they have to have an ITIL license to see reports?

Hi, OOB ACL's allow a non roled user to 'read' incidents that they have logged for themselves or where they are on the watch list.

or if they are an approver
/nav_to.do?uri=sys_security_acl.do?sys_id=2ae9f9625f011000b12e3572f2b477de
But you stated that your issue is related to report_view ACL's, and not table specific ACL's
OOB report_view ACL's all appear to be role speicifc
/sys_security_acl_list.do?sysparm_query=name%3D*%5EORnameSTARTSWITH*.%5EORname%3Dincident%5EORnameSTARTSWITHincident.%5EORname%3Dtask%5EORnameSTARTSWITHtask.%5Eoperation%3D0997ab83733303005978e4b9cdf6a7b9&sysparm_view=
So you would need to update (or add) report_view ACL's to allow visibility via reports.
I would recommend that if not enabled already, you enable Explicit roles
Explicit Roles (servicenow.com)
which will allow you to utilize snc_internal and snc_external roles in the ACL's

Based on above, and based on that you're referring to incidents you can go to sys_security_acl_list and see below (this is from my PDI):
You then need to go through the ACLs to see what there is actually configured in your instance
