Add/Hide New button for creating additional Tasks from the RITM ticket

I am looking to find where the New button is been shown or hidden for SCTASKs from the RITM ticket.

I have looked at List Control and see no limits

Where else and how can I look for ACL or something  to find what has been created to limit the ability to add sc tasks

In the List control, you have Omit new button. You can check that flag to hide the new button.

my issue is the New button is visible to some users and not to others.  So somewhere else the New button is being manipulated.  

So I am looking for suggestions on where else to look
