Business rule is not working in Release Management

Hi,
I have raised one Release and under same Release i have created one Release Phase. Also i have created one business rule for release, i need to restrict the release state for closed complete. The requirement for that is Release is restricted for closed complete state before the Release phase is not closed.
when i raised Release and tried to closed the release before closing the Release Phase it shows error message because business rule is run on that and state changed to closed complete , but when i again refresh the Release page then it back to Draft state.
I attached the snapshots for both the issues, Please help me on this.

I think this is expected behaviour of system. I am not coder but i also faced something similar in incident as well.
