Change requests under change requests tab is not editable for few users

Change requests which are in state (closed/cancelled) under change requests tab is not editable by few users. Please let me know what could be the reason behind this.

Without any other information: ACL's, roles, groups.
Some of the information needed to actually help you:
* What do you mean with 'not editable'? Adding/removing, changing states, etc.
* What do you mean with 'few users'? What is the difference between those users? Admin vs ITIL, anything else?

The users with change analyst role and cab manager role are unable to edit (removing the change requests)

To remove that click on Edit button on Related lust and move to other slush bucket.
