Configure walk up experience to book for different number of technitians

Hi,

 

we are having trouble configuring the walk-up experience, according to what I think are reasonable requirements:

 

We want to enable users to create a Walk Up Appointment ONLY if there is a Technician Available.
 
So, let's say in the morning 9-10h, there is 1 technician available, so no more than 1 person can make an appointment for ANY service, at that time slot.
Later in the noon 10-12, there can be 5 technicians, so 5 appointments can be created for the same time slot.
 
We originally planned to use different Rules, to configure available technicians at different time slots, but that allowed users to book the appointment for different services, even when only 1 technician is available so only 1 appointment should be possible - see picture.

Is there any way to achieve this result? If not, could you recommend a workaround for how to achieve it?
