Discuss and Follow button on the Incident and Change Request

I noticed a Discuss and Follow button on the Incident and Change Request banner of the form after upgrading to Vancouver. Questions:  Is this a new feature of Vancouver? What is the functionality of these buttons? Could someone point me to the documentation for these features?

Discuss button:

Discuss button is newly added as part of Utah release. It work to start a chat with user with in ServiceNow. It is SN internal chat messenger

My group needs more information on the "Follow" feature, in their older view they were able to see a list of incidents they follow, now it seems it only shows up when there is an update, if that.  They know how it works in prior versions and liked it, now with the changes in Vancouver it doesn't seem as functional.
