How can I add Standard Change Template Proposals to the CAB Agenda?

We want to be able to add Standard Change Templates to the CAB agenda. In the CAB definition, I added the condition Standard Change Template version is anything, but when I tested the proposal still did not appear on the agenda.

Checking the "Complete Pre-approved Changes" box also did not return the type of change requests that I was expecting...

You want to leave that unchecked, otherwise it will be marked as complete in the agenda.

That condition will return all change requests: empty and when it is defined. So it doesn't really help. If you want just those with Standard change templates, then you want to set it to "is not empty" as opposed to "is anything"
I am more concerned as to why you are not getting these in the agenda. What is the state of the change requests where there is a standard template applied?

The thing is the CAB isn't really interested in seeing Standard changes on the agenda as they won't require any level of approval after the template is approved, The CAB wants to view the template proposal during meetings so that they can reach consensus on template and all be aware of what type of standard changes will be available.
