How can I give access to a user to create dashboard.

Hey Folks,
I want to give access to a user for creation of dashboard. These roles can not be given in my instance :
1) Admin
2) PA_admin
apart from those above mentioned roles, is there any way that the particular user can create dashboard.
Instance version : Jakarta

Then you will have to modify ACL of type create on pa_dashboard table with necessary roles, scripts or conditions.

Please help to understand ServiceNow_superusers are same as pa_power_user? if no then what are the differences?

Might be helpful to you.
Dashboard roles:
earn about the roles required to create, edit, and view dashboards.
- Users must have the pa_viewer role to view dashboards.
- Users with the pa_admin and pa_power_user roles can create and edit dashboards.
Widget ACLs override dashboard ACLs. If a user can view a dashboard but does not have ACLs to view one of its widgets, an empty widget is displayed. ACLs also apply to data that is displayed in report and Performance Analytics widgets.
